It comes down to how much tile is actually failing. A few loose tiles at the waterline, a repair usually does it. Once it's coming off in a bunch of spots, especially in the older Lakewood and Preston Hollow pools, a full retile is the better bet, since patching it piece by piece ends up costing more over time. We'll come look and tell you straight which one it needs.
Mostly age. A lot of city pools went in during the 70s through the 90s and are well past their tile's design life. Dallas's hard water doesn't help either, it builds calcium at the waterline and speeds up the wear. We handle both the tile and the buildup when we come out.
